Quail Habitat?

until the dnr start spending more time and money on small game like quail and rabbits instead of deer and turkey the quail don,t have a chance where is all the money going to from the habitat stamps ? was,t it suposed to be used for small game you sure don,t see it here in southern in. as far as habitat look at glendale you couldent ask for more but no quail. i,m with timex they just don,t fall out of the sky
