It needs to be black or white. I place minerals out to benefit my deer. If I was using it for baiting purpose, I could think of allot more better things to use than salt during the hunting season.
The discretion of the CO is just nonsense. Like it or not some are great at doing there job, and others are over the top. It holds true to other professions as well. I'm a Firefighter, and I know that I would not want some of are guys enforcing laws as "They" interpret it. This thing does seem open ended.
