Me and my girlfriend both got it and filled it out. I haven't killed a deer last two seasons so maybe it is sent to licensed hunters.

I bet that they got feedback that some hunters are only hunting for a buck and with the current rule they kill one and are done. Where if they had the ability to take two, they would...which would also generate more income for the DNR! The thinking is let the horn hunters kill as many as they want and let the meat hunters do the same....kills more deer, sells more tags...double win for the DNR...maybe not what is best for the resource.

I also thought the questions about the time spent was odd... I realize what they are trying to do. They want to measure success buy how quickly folks are killing deer and the time spent to accomplish that. But many hunters simply do not accurately track how many days or much less hours they spend deer hunting over the course of a season....I know I don't. So folks are going to put down "estimated guesses" and you put garbage in your going to get garbage out.
Was this the same survey they asked when we did the electronic check-in?? if not...it's very similar.
they also seemed to be fishing for some insight as to why folks are not hunting...land access, cost of land access, how do you seek permission and stuff like that. Uhmmm....why are tag sales down? We reduced the harvest by 20% (roughly 25,000 animals) since it's peak....that's a lot of previously successful hunters who are not being successful any more. Folks don't like to sit in a tree just because it's a good time! They are their to shoot a deer and if there are no deer to shoot....then why even go at all?

Having heard Joe speak on deer more than once, I guarantee you they are not nor do they desire more deer harvested statewide. Specific reduction zones are the only areas I'd say your words would share directions with their plan. Woody would probably remember but the amount of hunters that doubled up buck wise when TBR was norm was less than 10,000 which is quite few honestly.

I said I liked the OBR. I'd still try like heck to kill 2 bucks though if they lifted it.
