Obama did not change the way the stats were calculated, nor did Bush or Trump. It is done the same way by career professionals. At the end of the Bush administration, unemployment was just over 10%. At the end of Obama, it was 4.9%. Now, after 18 months of Trump it is lower still. So, bad, good, and good, in that order. Yes, you are correct.

What was changed was how they reported the number of people looking for work, after so long they dropped them from the stats, so if they drop 5 or 10 million then the unemployment numbers or the U3 looks better.

Precisely Bill. Back to the Participation Rate. The lower it becomes the lower the unemployment rate. So the rate didn't really fall under Obama, because of trickery, but immediately and drastically improved under Trump, of course being honest this time? This was, I assume, right after Elvis was spotted shopping at Wal-Mart.
As I said before, unemployment-wise, things improved under Obama and continue to improve now. No manipulating of statistics or methods. That is conspiracy thinking. The BLS people don't favor one or the other.
