It seems the model is similar to my program in Northern Indiana. I was in the first group to go through the CHAP training in 2017. The program is a solid conceptual program, however its a government program which includes much red tape. I started my organization, Urban Deer Hunt, in 2014 to fill a gap in urban hunting when Chad Stewart went to Michigan and Indiana was left with no deer biologist. In fact, this program existed prior to 2014 to grant money to Beverly Shores under a different name. If you recall, the initial program name when it was rolled out in 2017 was Urban Deer HuntIN. Obviously, they changed that after my registered trademark was brought forth to CHAP, Community Hunting Access Program. The real issue for coordinators is its a lot of hours of research, meetings and preparation to simply get into the door on these properties that have issues...and frankly there is value in property that has an abundance of deer by the means of hunters. With that said, having to put in all the work to get in the door, then having to hold/manage the hunt, then complete the necessary paperwork and then get paid through the grant after the fact...makes it difficult because the coordinator or the property owner have to front the capital for equipment, manpower and funding until the grant comes through after the fact.
