Quality habitat would probably do better to increase herd numbers more than anything else that is or can be done. Even humans without quality habitat do not thrive. Seems pretty simple to me.

I will until I die claim that if you want to encourage a healthier deer herd the first discussion you should have is habitat...then all the other stuff and last discuss habitat again.

Superior habitat can make up for a lot of poor herd management, for sure. Once the habitat is in decline along with poor management, deer don't have a chance.
