I'm sure that the main emphasis is on deer skulls with antlers attache. That is why it was written in the first place. Have to respectfully disagree. That would have been an easy code to write. It would have directly addressed an antlered skull which would have had no regulation on does (save the 1:10,000 antlered doe). It was written the way it was written to avoid untagged meat being claimed as roadkill. Woody can correct me if im wrong, but I'm pretty sure it was actually written in (I think) 2007 due to the amount of EHD killed bucks that were being found in Southern Indiana. It was meant to keep people from leaving bucks they had shot for later to claim they were killed by EHD.

But again, that would have been very easy to write specifically to deal with antlered skulls; it was not.
