I have two muzzleloaders, but they were both given to me. Do muzzleloaders have to go through a FFL if ordered on-line?

Nope; unless it's like an Encore where the frame can also be used as a modern firearm.

What dbd said for INDIANA. If you are selling on-line you may want to check the buyer's states laws. They do vary. Same for out of country. IMHO there needs to be one law that covers all states, counties, town and kingdoms here in the USA.

As has been said, as long as the frame cant be used to fire modern cartridges, no FFL is required
