What is considered a state owned fish?
As a private pond manager, I caution my clients against "bucket stocking", i.e. catching fish from other bodies of water (either private or public), transporting back to a private pond and introducing those fish into the pond.
If no fishing license is required to fish in private waters, would a fishing license be required if the pond owner caught Bluegills from a public lake and stocked them into his pond?
I'm talking specifically within the state of Indiana, I'm not opening the can of worms regarding VHS testing and importation permits.......................

If you legally take fish out of state waters, they now belong to you to eat, mount or release in a private pond. Once you legally obtain them, according to the statutes and administrative rules, the state has no interest in them.
