Is it possible and if yes how hard/costly would it be to make a barrel for a T/C Dimension? It already is by design, a switch barrel firearm, so if it worked you could buy one rifle and have it in 3-4 calibers including the 358 Hoosier.
Any thoughts on feasibility of such a conversion?

Of course a new barrel could be made to fit the Dimension. But you are asking about a conversion - taking an existing barrel and adapting it to the Hoosier. To be cost effective, I'd say you would need to start with a barrel in 35 caliber. Otherwise the conversion would require re-boring and re-rifling. So the question is, what barrel is already made for the Dimension that is chambered for a 35 caliber round? If there is one, then need to consider how to re-work the back end. The chamber would need to be reamed and shortened (most likley). I'm not familiar enough with the Dimension to say what else would be needed.
Off the top of my head, it does not seem cost effective.

You can do the exact same thing with a Savage rifle. Both barrels and bolt faces are interchangeable by an individual with a few hand tools, a vise and a set of go/no go gauges.

I would say that a good gunsmith would be able to make that happen fairly easily. Ask around and see if there are any close to you that would take it on and how much $.

I don't see any 35 cal barrels for the dimension to start with. The barrel looks like it has a barrel extension like a AR. It probably wouldn't be that hard to do.
