Safety for hunters afield wasn't the issue behind not allowing them, it was safety of the population.

You directly quoted him....don't think you are afforded the option to determine what he meant. Seems to me he meant exactly what he typed....

Come on now don't muddy the water with FACTS... The FACTS are there are no more people in Indiana during firearms season than any other day, unless there is some huge whitetail hunting migration that I haven't heard of. LOL...Good try, but to think there are no more people AFIELD during our firearms season than ANY OTHER day...a person must be delusional!

Can I bring up a thought here that's been bugging me? I know the studies have been done and read many of them years ago before this even came an issue in Indiana.
Okay the issue a lot of guys have is Indiana is too flat to be using hprs and that if it was a more up and down state it would be okay. Now we all have read the Pennsylvania study and the outcome was that on flat ground slugs actually will travel less distance when fired at a level target than a hpr. Here's what been bothering me. If they are used in southern Indiana where there are move chances of shooting on a less than level ground wouldn't the argument be that they should technically be safer up north. Most areas where I lived up north I would be basically on the same level as the deer. Down here I might be at the bottom of a steep ridge and the deer might be half way up the ridge. I would be firing at a less than flat hold. Shouldn't the argument than be the bullet actually will have a better chance of going farther in the south than the north? If I fire flat say the bullet will hit the ground in 300 yards. On a hilly shot the deer might be 100 yards from the crest of the hill and if I miss said bullet now is airborne. Does this make sense what I'm trying to say?
For the record I am for hprs. Just something my non geometry mind can't comprehend.

That comes down to basic shooting safety. I was taught not to shoot into the skyline or shoot if you don't know what is behind your target.
Believe it or not I have passed on deer that were in the exact scenario you described and in Madison County. One in particular was at my uncles property which was on the edge of a flood plane and I was in the lower part and the nicest buck I had seen up to that point walked just 30 yards from me but I was going to have to shoot over the hill top so decided to wait for a better shot. Never happened...but I didn't shoot a hole into someones house or kill a person. Most likely nothing would have happened but it wasn't worth the risk to me.
