In reading the e-regs, I see that the urban deer zone would be considered an "earn a buck" zone, meaning that an antlerless deer has to be harvested before a buck can be harvested. Correct? And that a doe harvested outside of the urban deer zone does not count, correct?
Now to get to the real question, I have the opportunity to hunt in more than one urban deer zone. Does the antlerless deer have to be harvested in the same urban deer zone that the buck is harvested in?

No. The administrative rule only states that:
(B) At least one (1) antlerless deer must be taken in an urban deer zone prior to taking an antlered deer.
It does not require that the deer come from the same urban zone.
