Yes, another waterfowl question. 
If a hunter is hunting with a shotgun that is plugged so that it only can hold two 3 1/2" shells in the magazine and one in the chamber,(and only hunts with 3 1/2" shells in his posession) is that legal or does the plug have to be long enough to prevent more than two 2 3/4" shells to be capable of being inserted into the magazine too?
