Kyle Hupfer issued an emergency order today banning ALL high fence hunting operations in Indiana effective after the 2006 general aasmbly.
Highlights -
- the game breeders license does not allow hunting of any kind.
- exotics being hunted in Indiana also fall under this ban (includes elk, wild boar, zebra).
- DNR will oppose any legislation to legalize high fence hunting of any mammal in Indiana.

;D Twice in one day and I am at a loss for words.... To say gundude is happy would be an understatement. Hupfer will hear from me for simply doing the right thing. Everyone else should do the same I think. Jack, Thanks to you and JB, WOODY and tons of others I failed to mention for thier hard work.... Glad everyone came togather on this issue! FENCE IS DOWN! I just was read the emergency rule on exotic shooting preserves,IDNR did not miss ANYTHING. It is also illegal to release any of the mentioned animals into the wild.
A big round of applause needs to go to IDNR and State government in general, the process worked as intended.

I never had a problem bashing them when they are wrong and I have stated before I will be first to sing thier praise as well!! WAY TO GO GUYS! ... Gundude is still a little to happy for his own good!

Woody - you are 100% correct. The legislature can enact a bill next session to allow this practice. We can celebrate today but the fight is far from over. Don't be surprized to see lawsuits, injunctions, etc. to stop the emergency rule. Hupfer could even be overidden by the Governor. We won today but the fight is still on tomorrow.

Woody - you are 100% correct. The legislature can enact a bill next session to allow this practice. We can celebrate today but the fight is far from over. Jack I agree... we are fighting "true believers" and they never give up until all hope is absolutely lost.. We have not seen the end of this one, by a long shot..

Jack I agree , does anyone have a link to a site where their addys can be found ? I'd like to write to more than one paper . Today is indeed a momentous day , and I think I see a celebratory barley pop in my immediate future , but Jack and Woody are right . I've seen the dark side with my own eyes , and those scum won't give up until any hope of financial gain is well beyond their reach . They are wretched , greedy , s who will turn on their own kind to continue profiting from this abomination . We won't be safe until there is an airtight state law forbidding them from ever operating here again .

Woody - never in my wildest imaginings would I have thought Kyle would make such a sweeping rule, particularly including the exotics... this will make big news not just in Indiana, but across the country I would think...
I would hope that Indiana legislators have had enough of this issue and would cease assaulting the deceased equine, but there's lots of money involved, so anything's possible. But, if Rep. Friend et al had the political power to get this done, I would think it would have happened this past session. They would truly be sticking their necks out to raise it again next year given the public sentiment against canned hunting.
Similarly, I think Mitch would be kicking the 800 pound PR gorilla if he over-ruled his own newly appointed DNR director, and I would bet that Kyle ran this across the bosses desk before making such a strong emergency rule.
Court cases are certainly possible, but you've got to have specific legal grounds to appeal an IDNR emergency rule, and nothing in this ruling prevents them from raising deer for meat or by-products - they just can't hunt'em...

DNR eliminates high-fenced hunting
Thursday, August 11, 2005 Department of Natural Resources Director Kyle Hupfer announced that the DNR will eliminate hunting of captive whitetail deer within an enclosure.
Indiana citizens wishing to possess whitetail deer for any purpose must obtain a Game Breeder’s License issued by the Indiana Department of Natural Resources.
The scope of the Game Breeder’s License is limited to the propagation of an animal in captivity or the possession, purchase or sale of an animal solely for the purpose of propagation. A Game Breeder’s License does not allow the hunting or purposeful killing of deer maintained under that license.
“The actions taken today and the enforcement of the Game Breeder’s License restrictions ensure that the strong Hoosier hunting heritage is protected for generations to come,” said Director Hupfer.
Also today it was announced that an emergency rule was signed stating that Hoosiers will no longer be able to hunt exotic species behind a high-fence. Among those species are wild boar, sheep, zebra and elk.
“In order to preserve the hunting tradition, we must ensure that all hunting in Indiana is done in an ethical manner and in a way that conforms with long-standing fair chase ethics,” said Director Hupfer.

I am not sure these are the exact words but they are dang close.
This issue will probably start with summer study commitees in the legislature. The meetings are generally held at different State parks around indiana beginning in August or September. I can or someone else can keep you informed on when this is on the agenda(be assured it will be). It will only be on the agenda at one meeting, generally the Meeting is a Thursday, Friday afternoon Thursday until noon Friday. Most business Thursday afternoon.
Woody the secure site is still available and will be working as we move closer. I will not post anything about it without your permission.

YEP!!!! It only took a Republican Administration 6 to 8 months to fix the mess it took the Democrats 16 years to create!!!!! MY Man Mitch!!!!!!!!! What was so hard about that? ?? It sure seemed like the old administration had trouble setting their foot down! I can tell you this........I have had it with those who want to critisize this new administration....I think Mr. Hupfer has gone above and beyond for the sporting folk in this state....and he is still just getting his feet wet!
